About the role

Ground Services Management is currently recruiting for Manager Policy Development, Compliance and Controls.

The role is responsible for the development, implementation and management of Ground Services policies and procedures in compliance with safety, security and regulatory requirements as well as meeting the quality, operational, international and industry standards. In this role, you will drive initiatives pertaining to ISO 9001:2015 Quality Management System certification. You will also look into other potential ISO certification and/or accreditation relevant to Ground Services Operations.

You will provide guidance and direction in establishing and managing Ground Services Delegation of Authorities (DOA) and Departmental Responsibility Matrix (DRM). In addition, you will represent Ground Services in corporate collaboration pertaining to Enterprise Risk Management (ERM), Data Protection and Privacy, QR Group Policy reviews and amendments. You will oversee the required process and structure transformation in Ground Services in connection with QR Group and other corporate initiatives.

Specific responsibilities of the role include:

Strategic

  • Manages the development and improvement of existing Ground Services policies and procedures manual. Collaborates with stakeholders for feedback on current practices, audit results, pain points, industry trends and benchmarks.
  • Initiates projects and organize workshops or working group to formulate new policies and processes as well as tactical and operational tools.
  • Develops a strategic approach to the design, operation, control, optimization and intensification of all human and systemic processes within Ground Services.
  • Spearheads and manages initiatives pertaining to customer delivery and customer satisfaction.
  • Directs the activities related to obtaining ISO accreditation and certification that are beneficial to Ground Services processes.
  • Oversees performance reports to ensure the Group-wide waste management standards are met.
  • Ensures that External and Internal Audit programme is carried out and the Transportations of Wildlife and Animal Welfare Standards are met.
  • Develops ways to improve performance, efficiency and costs through process improvements.

Compliance

  • Manages the Department’s compliance to quality, safety, security, operational, industry and regulatory requirements.
  • Manages the Department’s Risk Register and apprises the corporate Enterprise Risk Management team on a periodic bases.
  • Liaises with the Network Station Management team to ensure that appropriate corrective and preventive action(s) for all audit findings are responded to within the allotted time frame.
  • Ensures that QR Ground Services conforms to all the industry and external bodies’ standards and recommended practices.
  • Manages and trains the compliance team and ensure that all internal and external findings are maintained through a consolidated database.

Operational

  • Deputises the governance of the oneworld to ensure seamless and efficient collaboration with internal stakeholders and external counter-parts.
  • Ensures Airline achieves its “Platinum compliance certification through implementation of the 6 Fast Travel initiatives by joining the IATA FT committee.
  • Manages Ground Services policies and procedures-related queries and escalations efficiently and in a timely manner.
  • Prepares, transitions and manages the current Ground Services manuals between QCAA and internal agencies towards the introduction into EASA (European Aviation Safety Agency) certification.
  • Manages and monitors on periodic basis the Department’s Enterprise Risk Management.
  • Manages the implementation of Group-wide waste management standards across Ground Services Head Office and Network.
  • Manages the Transportation of Wildlife and Animal Welfare Standard within Ground Services operations.
  • Organizes and oversees Project Management teams or working groups in the implementation and development of new initiatives and/or enhancements on existing methods, processes and KPIs.
  • Develops and ensures synergies between internal and external stakeholders.
  • Establishes the department or teams objectives and priorities to align with and support business objectives.

About you

The successful candidate will have the following skills and qualifications:

  • Completed Bachelor’s Degree or Equivalent.
  • With minimum 8 years of job-related experience.
  • With relevant experience within an Airline Passenger Services Division of an international airline.
  • Working knowledge of Airline Ground Services Operations, policies and procedures and compliance requirements
  • Able to work within a fast-moving and challenging environment.
  • Strong communication skills.
  • Demonstrate the highest standard of Integrity, equality and respect.
  • Preferably with relevant experience in Project Management.
  • Strong leadership capability. Able to work independently, as well as part of a team.
  • Strong decision-making and problem solving skills.
  • Able to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills.
  • Strong analytical skills and excellent business acumen.
  • With willingness to accept and encourage constructive challenges.
  • With relevant training received in all areas of airline operations including management courses.
