Role Purpose

HK Express aspires to become the leading best practice LCC in the region, and the line maintenance team is accountable to deliver safe, reliable and compliant aircraft by providing efficient maintenance execution and transit operation oversight at homebase and the network.

The Senior Maintenance Manager develops and executes maintenance operation strategies at Homebase and the network to meet the business goals. The position is accountable for the overall operational performance of own Line Maintenance team and 3rd party maintenance providers. With following duties and responsibilities:

Homebase Maintenance Operation and Outstation Support Function

• Establish long term strategy goals in home base line maintenance for the HKE fleet;
• Provide sustainable solution to the overall outstation maintenance support requirement for the HKE network growth plan;
• Manage the day-to-day production planning, scheduled and unscheduled maintenance in Hong Kong through HKE Line Maintenance team in accordance to approved standards and company standards;
• Ensure effective operational oversight to the ground servicing, transit handling, routine maintenance, defect rectification carried out by 3^rd party providers in accordance with the established interface procedure and service level;
• Oversee new station setup, establish robust process in executing the outstation maintenance support arrangement, training requirement, interface procedure to the HKAR-145 requirements;
• Oversee and respond to operational disruption, Aircraft on Ground and Emergency & Accident events in Hong Kong and at the line station.

Safety, Quality, Maintenance Standards

• Accountable for the maintenance quality, healthy and safety on the line maintenance operation, implement effective safety management, quality and reporting culture and to implement effective mitigation plan;
• Implement effective quality control on procedure compliance, maintenance standard and drive a healthy reporting culture, mitigate foreseeable operation risks, maintenance error, personnel injuries and damage to aircraft;
• Oversees the maintenance standards and perform quality control check on 3^rd party maintenance provider on line maintenance and base maintenance;
• Implement appropriate mitigation plans on significant threats, risks of operational disruptions or imminent fleetwide issues; Notify senior management for contingency oversight.

Supplier Management, Budget

• Manage the performance of the service providers, setup regular meeting, develop and implement a proper program/plan to ensure that Line Maintenance 3rd Party Provider performance is in accordance with the HKCAD, Company requirements and the service level agreements;
• Support contract review, supplier selection pertaining to Maintenance and Engineering activities, to ensure contractual requirements are current and creation of invoices in relation to the contracts are accomplished;
• Accountable for the Maintenance Team yearly budget and projected next 3 year forecast, via disciplined cost management and cost efficiency initiatives to deliver objectives of the Operation team.

Team Development

• Lead by example and demonstrate HKE core values;
• Build a strong and motivated team, ensuring the right organizational structure and right people are in place to foster positive team spirit and facilitate teamwork;
• Continuous development of the Line Maintenance team, provide coaching and staffs to ensure they are fulfilling their duty and responsibility;
• Drive for business opportunities, continual improvement on productivity, maintenance capability, resource utilization, engineer and supporting staff competency;
• Keeping abreast of industry developments in troubleshooting technology, and driving leading practice;
• Performs and carry out other duties and projects the Director, ME would assign.

The Ideal Candidate

• Degree or above qualification in aircraft engineering or any related disciplines, and / or a qualification that demonstrates suitable experience in maintenance management would be an advantage;
• Minimum 12 years aircraft maintenance and operational experience such as maintenance execution, release of maintenance task, defect trouble shooting, maintenance control with proven track records in management capacity in similar operation environment;
• Holder of HKAR aircraft maintenance engineer’s license with appropriate type approval or
  equivalent qualification;
• Possess good understanding of Maintenance & Engineering business management, strong commercial and business acumen in cost benefit analysis, cost control and budgeting and continuous improvement;
• Solid operational and technical knowledge, demonstrate ability on creating and maintaining a robust safety and quality culture, and change management;
• Highly self-motivated and proven experience as a team leader, with ability to drive change, continuous improvement and to set direction for the team professional engineers;
• Excellent supplier relationship management experience, able to build effective partnerships and collaborations;
• Excellent interpersonal and communication skills, the ability to work as a team and with people from different backgrounds, seniority and priority and be assertive to positively influence across internal and external stake holders;
• Excellent analytical, problem-solving and decision-making skills; with ability to work well under pressure, capable to assess and process interrelated complex information and to provide options for optimum operation decision;
• Demonstrated knowledge in regulation, Quality System, Airworthiness Requirement and Safety Management System training will be advantageous;
• Good IT skills and understanding in data analysis tools.
