ESSENTIAL DUTIES AND RESPONSIBILITES:
The primary role of the Buyer position is to support the efforts of the Purchasing Department through the procurement of parts and services from various vendors for planned maintenance events, replenishment of line station stock levels, Non-Essential to Flight (NEF) items, Engineering departmental requirements, as well as various special Purchasing projects. Part needs may be fulfilled with purchase orders or transfers from other line stations if needed. The urgency of the requirement is top priority when deciding where to purchase from and how to ship. Other things that must be taken into consideration are the proper traces, and proper certifications on every item purchased. Duties shall include, but are not limited to the following:
Control, or support other Buyers in the control of, all requisitioned material for checks, engines, Planning and APU’s. This may require weekend coverage or after hours coverage based on maintenance schedules.
Directly or indirectly ensure completion of pre-ordering of parts for scheduled maintenance events prior to aircraft induction.
Run all open order reports daily during heavy checks.
Process Technical Service & Engineering (TSE) requisitions through the issuance of TO’s, PO’s, SV’s and other methods, as needed.
Provide back-up to Stock Buyer and other departmental personnel as needed.
Create transfer orders on all “in stock” item(s) and link to requisition (the location of the requisition may require change if comatting or picking up en route).
Perform special projects and other tasks required by Purchasing departmental management.
Research and negotiate best possible price on all purchases (history and market research required; especially if over $1,500).
Acquire a minimum of three quotes and complete quote form on anything purchased over $1,500.
Obtain, monitor and conduct system inputs of tracking numbers for all purchases.
Obtain and monitor tracking numbers for any exchanges or loan/borrows. Notify the Expeditor and supply a copy of the order with any additional documentation or required information.
Setting up shipping when required or/deciphering shipping method (May include arranging movement of heavy shipments and adding of service order).
Coordinate with Maintenance Control on requisition for a replacement part, the Repair Administrator or Expeditor on required material in repair to ensure return of the loan/borrow, particularly if Expeditor is unavailable.
Upkeep related daily spreadsheet(s) until items are confirmed received.
Obtain market pricing on any missing values in system and special requests; pricing is always to be entered in system if inaccurate or missing.
Note on orders, the purpose of each purchase (ex: A/C N351AX C-Check).
Follow up and obtain closing information on any orders that have not been received (researched by purchaser that placed the order).
Cross-train on maintenance planning purchasing, stock re-order replenishment, repairs, loans/exchanges and repairs, as needed.
The importance of controlling the cost of ALL items purchased is vital; whether obtaining the required material from an inventory location or purchasing. Researching the ability and performance of vendors will show whether they are meeting Omni’s expectations and should be discussed with the vendors during their visits (run reports). A vendor can only address the problems if they know one exists. Following up on orders and obtaining tracking information is required. The Expeditor will assist in insuring past due orders are received and there must be open communication. Purchasing must also work closely with Maintenance Control, Maintenance, Planning, Stores personnel or whomever the request originates from to ensure accuracy and proper handling.
